were going on between China and Japan for the return
of Kiaochow, but that as Japan had special economic
interests in Ta Lien Wan she was not in a position to
return it. On the same occasion the British repre-
sentative stated clearly that Kowloon could not be
returned, as it was closely related with Hong Kong,
and without it, Hong Kong would be defenceless, but
that England would most willingly return Wei-hei-wei.
After the 3 representatives had expressed their
opinions, France, in view of the difference of opinion
among the various Powers, proposed that the question
of Kwong Chow Wan be held in abeyance for further con-
sideration in the future.
From the judicial and political points of view,
we have, I conclude, good reasons for insisting on the
resumption of Kwong Chow Wan. And judging by the actual
attitude of France I infer that she is not entirely
loth to return it. The Foreign Office will seize the
first opportunity of raising the question with France,
and will not rest until the resumption is an accomplished
fact. I hope that all publicists and the Press will do
their best to advocate this policy, so that the whole
Chinese people may be roused to lend their unanimous
support to the Government in the matter.
